The 21st century is a time of innovations. Discoveries of new forms of energy, of robotics, of augmentation, rediscovery of old knowledge, alchemy, martial arts, magic. New prosperity blooms everywhere. However not everyone is happy. Most of the disaffected pursue normal dreams: political protest, drugs, video games. However those are not for everyone. Some remarkable few choose another path: if one has power and aspirations, why not become a supervillain?

Specific power: 10 dice. Must be specific (like energy beam)
Versatile Power: 4 dice for very non-specific (Magic) 5 dice for somewhat non-specific (Magnetism) 6 dice for quite specific (cyborg)
Those with no specific power may boost their non-specific power by 2, or take 2 non-specific powers
Assign 14 dice between

Assign 5 dice of specialties. These are not specific to attributes and do apply to powers. If you take a broad specialty (such as "when transformed") you cannot use powers outside this circumstance.
