To every thing there is a season, and a time to every purpose under the heaven:
A time to be born, and a time to die... a time of war, and a time of peace.
- Ecclesiastes 3

Background

Tian An (lit. Heavenly Peace) is one of the largest and most powerful human polities of the Solar System, with relations and interests to match.

National Statistics

Population
Consortium (+26)
Centered around the Celestial City, Tian An spreads outwards from Elysium in all directions but eastward, where the Olympus Restricted Zone lies. Within this sprawling expanse lies numerous population centres great and small, all once so-called "barbarian" enclaves that were uplifted - some forcefully - in the century post-Nemesis.

Advantages
Rank 2 (2)

+ Excellent Diplomats
With a long history of fruitful dealings with fellow Consortium members, "barbarians" and other Solar polities under its belt, the Celestial Office of International Relations is staffed with competent and experienced diplomats with friends in many places.

+ Lacus Clyne is my idol
A land of ever-changing fads and vibrant and highly competitive creative industries, Tian An is one of the Solar System's main trendsetters.

Disadvantages
Rank 1 (+1)

- The Scourge of Space
An otherwise amiable people, Tiananese greatly distrust and view with disgust anything they consider to be "non-human". Due to a combination of a strongly traditionalist culture, a historical narrative blaming the fall of the Commonwealth on LOGOS, and a number of other idiosyncrasies, major genetic and cybernetic enhancement is almost unheard of in Tian An and AI are kept closely shackled to near-human capability if sapient. Relations with most nations are relatively unaffected, with Tiananese tolerating the excesses so long as they are kept out, but relations with openly transhuman cultures are kept cool at best.

Economy
Rank 3 +50: 140 (3)

Infrastructure
Rank 2 +50: 120 (2)

Growth Potential
Rank 0-2 (0)

Overcrowding is a common complaint in Tian An, as are concerns over long term helium supply, environmental degradation and immigration. While the population is largely content for now, it is anticipated to become a major political issue soon.

Military Size
Rank 5 +500: 1240 (5)

The Celestial Guard is large as its commitments are many. Securing the helium trade, providing humanitarian aid and disaster relief, assisting "barbarians", securing the Olympus Restricted Zone, contributing to the Consortium blockade of Cydonia... It is a rare quiet day in the Current Operations Centre under the Great Wall, and that day typically arises due to equipment failure.

Military Support
Rank 4 +600: 1425 (4)

The CGSF is currently in the middle of a restructuring program designed to improve its rapid reaction forces. The early decommissioning of older capital ships and the delays in the battlecruiser and light carrier programs have left a few open berths.

Military Quality
Rank 2 (3)

In order to maintain such a large military and to maintain social harmony, Tian An practices universal conscription. While helpful in filling out the ranks, this puts a hard cap on the competence of the soldiery.

Superweapons
Rank 0 (0)

The Guard has little use for hypertech superweapons beyond the occasional tech demonstrator. Its careerists are already stretched to the limit providing leadership to its conscripts, and cannot spare the specialists needed to take full advantage of such sophisticated weapons.

Espionage
Rank 3 (4)

Celestial Security has a long string of successes in rooting out transhumanist agitators and safeguarding state secrets, while the Kong Ming Research Institute is widely suspected of being Tian An's intelligence arm.

General Advancement Rank 1 (4)

Tian An is highly socialist and greatly values societal harmony. As such radical new technologies are usually evaluated for a long period of time before being rapidly and widely adopted once mature. While not being on the cutting edge, Tiananese scientists are often the ones pushing existing technology to the limits of performance and application.

Military

Celestial Guard Space Force

(940pts)

The Space Force absorbs the majority of the Celestial Guard's budget, and is responsible for defending the Homeland from the attack of enemy space forces and protecting the national interests of the Nation in the Solar System. To this end, it is divided into three rough operational groupings. The Heavy Force consists of the majority of the CGSF's capital ships and their screen and is intended for decisive battle against enemy fleets. The Patrol Force consists of the majority of the CGSF's cruisers and light carriers, and handles the day to day patrolling and is the quick response force. Finally the Special Terrain Force is a special unit of regulars and eight year conscripts who are trained for opposed planetary assaults and boarding actions.

One of the core doctrines of the Celestial Guard is interoperability, and ships of the same size class and role are generally upgraded to very similar levels of capability, with incremental upgrades from the latest ships being refitted onto older ships as quickly as possible.

Capital Units

The CGSF's Heavy Force is built around the "Eight-Eight" fleet: Eight battleships and eight carriers strong, divided into two ship divisions. The carriers are largely intended to provide fleet air defence and reconnaissance rather than acting as an independent strike arm, with the battleships being the intended arm of decision for space combat. Battlecruisers are a recent addition to the CGSF, and are intended to provide heavy support to rapid response forces as necessary.
