I think you missed the biggest WTF inducing moment. Half of PACT's foreign policy was being decided (or enacted) by exhumans being secretly run by the CIA or something.

Or the bit about a New Mercian civil war (that didn't go anywhere, of course), wherin the tiny New Mercian army, lead by a cabal of numbered monoliths, tries to take over the planet using whole divisions of troops that were listed as KIA on Albion but were in fact secretly smuggled back onto the planet as part of a grand conspiracy. And this was a complete surprise that nobody had any idea about. Maybe they left their brains behind when they were moved to the PACT arm...

You have to remember though. ESA was made entirely to set up a competing game to Call of Duty 190 and Bad Company 93. Its plot is really no more implausible than either of those and I think a little ballsier than the usual "ZOCU/Core ultranationalists wish to invade the Core/ZOCU and you are part of a badass special forces squad/ragtag team of ne'er-do-wells sent to stop/assist ZOCU". Of course, functionally what you have is the Core and the ESA, and the ESA clearly being set up as protagonists despite being unsympathetic, so you had the same problems, but you can't fault them for trying even if the end result didn't do as well as expected.
Also, I really didn't find Elizabeth Forest anywhere near as compelling a character as Captain Price (do they ever explain how the guy's still alive? He's literally fought in every major war from the 1600s to present day according to their timeline.).
