Troops and equipment are separate entities and require different resources to create. While equipment mostly requires industry, Personnel require wealth.

Training Costs

Low Training X wealth per batch, effectively instant training (less than a quarter)
National Guard, Home Guard, Militia etc. Often Part Time

Normal Training X4 wealth per batch at 1 quarters training or X8 wealth for less than a quarters training
Regulars, yeomanry

Extensive Training X8 Wealth per batch for 1 quarters trainings or x16 Wealth for less than a quarters training
US Marines, Roman Legionares.

Excellent training X16 wealth per batch for 2 quarters training or X32 wealth 1 quarters training
Knights, Spartans, etc.

Elite Training X32 Wealth per batch for 3 quarters training or X64 Wealth for 2 quarters training
