Background

Project OLYMPUS seeks to provide swift orbital global strike capacity to the United States of America against high mobility, low-profile threats. The goal of this system is to provide prompt global strike ability to the United States Strategic Command against SERAPH level threats such as the Novas Caestus Pax and Divis Mal. This Project is intended to integrate with the European Union's proposed Western Orbital Defense Network (WODeN) project seamlessly and uses several shared components.

If you aren't getting it, they mean it's designed to blow up powerful Aberrants.

Although the distance between Earth and the proposed orbits of AEGIS satellites provide them reasonable protection against elimination by threats, the bases themselves must be defended. The primary lunar site, designated OLYMPUS, will provide primary control, but local control and tasking will be provided by several ground-based facilities. This document shows the proposed protective systems and functionality for these facilities.

After the Luna Brigade hit Olympus Base, they beefed up the security on the primary groundside sites too. By a lot.

Targeting

OLYMPUS is a joint integrated system that networks with unmanned combat air vehicles that automatically designate targets. In high-risk zones, or when human reactions are insufficient, all OLYMPUS control centers have local combat computers using Skynet 5.2 Strategic Tasking architecture to react in high-threat zones against targets which may be beyond human OODA loops to eliminate in a timely manner.

If the MASTER CONTROL OVERRIDE ARM and TARGETING CONTROL OVERRIDE ARM switches are both flipped to "ON", the local OMEN computer will take over all targeting but leave final fire operation to the user. This is intended for Novas who can be targeted but move fast enough and have sufficient striking power that using the standard chain of strike authorization (operator -> commanding officer -> fire control officer -> strike package) may be insufficient to provide timely support. If the two switches are flipped to ON as well as both FIRE CONTROL OVERRIDE ARM switches, OMEN uses fully autonomous fire control and the computer system is given self-authorization for strikes, allowing a response time of less than 100 milliseconds.

OLYMPUS uses a joint system of non-sentient but high-level quantum computer systems which use voting to ensure minimal risk of a rogue strike-systems which consistently vote in an aberrant fashion will be kicked out of the network and considered subverted. Each of these computers is shielded by Klot-infused armored walls approximately 1 meter thick (+6 difficulty to all quantum subversion attempts) and has an adaptive heruistic cyberwarfare ability hardened against USSOCOM Nova Development Project hackers using hypercomputational principles and compartmentalized I/O systems to achieve brute-force analysis and immunization against threats (20d counterintrusion Failsafe, the system rerolls failed dice). Communication between OLYMPUS mainframes is provided by quantum entangled neutrino communication, providing unjammable, untraceable speed-of-light links.

No part of the OMEN system has been successfully hacked. Not even by Backlash, the Aberrant who destroyed the OpNet. If you were planning on that, give it up.

Priorities

All OLYMPUS mainframes are designed with their highest priority the preservation of strategic strike capability, up to and including implicit authorization to call in danger close and broken arrow strikes up to the strategic level on their own position. This is the only time that an OLYMPUS system may override its human operators without explicit authorization.

Anti-Ground Defenses

To protect these high-profile bases from Nova attack, the proposed base design involves the use of various systems, varying between chemical, kinetic, energy, and psionic.

Tier One Defenses

Against fast-moving threats, the proposed OLYMPUS base design uses four ADATS launchers, using the latest block of the tested SM-50 Hyperion hybrid scramjet missile. Warhead options include standard high-explosive dual purpose, individually seeking submunition, eclipsidol aerosol delivery, and tactical nuclear (50L [25] + 30A [15], Exp:5). The SM-50 is rated against land, air, and suborbital threat profiles, and has a range of up to 80 kilometers with initial EM boost.

Additional protection against Novas and high-maneuverability threats is provided by laser AAA systems, which also provide protection against intangible Novas, which are immune to most forms of modern weaponry.

To prevent insertion via teleportation, experimental Russian-make spatial jamming systems are located throughout the system. Any attempt to teleport into the system will cause "smearing", potentially causing severe injury.

Teleporting into an OMEN facility will deal 1 level of unsoakable aggravated damage for every dot of Quantum and Teleport the teleporting character has. All characters attuned take the same level of damage.

They're serious. The Space Brigade tried doing it to Olympus base. Got several of their teleporters smeared across walls with their organs everywhere.

Finally, each base is equipped with its own robotic craft maintenance hangars, which allow it to field a squadron of UCAVs armed for interdiction, as well as a squad of cybertanks. These defenses are augmented by various pop-up sentry guns targeted by the OLYMPUS central computer.

If a Nova manages to breach the initial defensive lines, the entire environmentally-controlled facility is pumped through with an atmospheric mix that is 1.25% Eclipsidol, meaning rapid degradation of quantum powers is inevitable. Novas will lose 5 Quantum Points a turn (3 seconds) until they reach empty, and all powers are automatically and uncontrollably powermaxed. When a Nova reaches 0 quantum pool, they suffer the halved Mega-Attributes and loss of even permanent power use that all Eclipsidol-dosed Novas do. The initial access corridors are separated from the main underground facilities, meaning that the sacrifice of these areas is acceptable for sapping their power to the point where even SERAPH level threats may be disabled by conventional weaponry.

Tier Two Defenses

The internals of the base are secured by a variety of automatic sentry weapons, generally intended to work against armored infantry and Novas. Standard sentry weapons include 15mm HV railguns with hypercore ammunition, Eclipsidol and Moxoquintaine dispensers (with supporting explosives intended to breach any environmental-sealed armors potential attackers may use or kill power armored infantry), anti-tank rockets in calliope rapid launch racks, and other weapons intended to eliminate any potential Nova threat.

The XM-15 Autonomous Guardian Robot is designed to fit through these corridors and respond to threats alongside armored infantry. With a subversion-shielded neural network CPU and an armament consisting of a 40mm AGL (typically loading Moxoquintaine and Eclipsidol chemical rounds, with HEAP another option) and an anti-nova laser system, these machines are intended to destroy weakened Novas or support the local QRF.

In the event Novas attempt wall breaches, the walls are all reinforced with Klot to provide additional protection against quantum powers.

Tier Three Defenses

Despite the massive numbers of unmanned defensive systems, there are potential subversion concerns which can only be addressed by adding human personnel into the equation. As cyberkinetics cannot subvert humans, they provide a vital check in the event electronic stealth is necessary, and they provide additional personnel for socialization to ensure psychological well-being. These bases should be assigned at least 2 (preferably 3) platoons of QRF trained in anti-Nova tactics with powered infantry armor and heavy weapons.

Mental White Noise Generators are built throughout the base, making telepathic intrusion or mind control significantly more difficult (+3 difficulty to all mind-affecting powers), which can be further reinforced by psionic shielding on personnel.

The good news is that the OLYMPUS bases haven't seen many upgrades to their innards, what with having been the pinnacle of pre-Aberrant War technology. The bad news is that they don't need them-all that money wasn't wasted on extraneous gold plating. The soldiers have been updated significantly, though. Expect MiniVARGs and other high-end weapons, and any secret supersoldier projects the FSA has.

Strike Options

OLYMPUS weapons come in four forms, the precision laser, the particle beam, kinetic impactor strikes, and missiles (of varying forms). Most of these have tactical and strategic modes, and are intended to eliminate either point or area targets. Most of these options are best used with a designator.

Laser Designators are considered weapons, fired with the Gunnery skill, with Accuracy +5, Damage (as OMEN or missile strike type), RoF (infinite) and Range 1,000. A Laser Designator can designate as many targets as its crew wishes, or as few, with the caveat that a designated target is meaningless without a support asset to call in. Some weapons have a response time, which is the number of turns a designator has to be placed on a target for a successful strike. Fortunately, modern designators are multispectral, high power, and gyrostabilized making them exceptionally easy to use.

High power military-grade designators can be used as blinding lasers as well, which merely require a +4 difficulty called shot to blind a target (Stamina + Resistance roll at difficulty +3 to avoid).

Laser Satellite

OLYMPUS satellites equipped with terawatt lasers are intended to eliminate fast-moving aircraft, novas, or other assets on a tactical scale, with minimal collateral damage. With beam levels ranging from anti-personnel/light vehicle to anti-fortification, an OLYMPUS laser satellite is the most precise method of target elimination, and can be fired almost instantly with a target designation.

Particle Beam

OLYMPUS particle beam satellites are built around the M420 Parti-Kill heavy ionic accelerator. Although originally intended to compete with the laser satellites, tests showed that the charged particle beam was somewhat less efficient owing to revolutionary adaptive optics technology becoming available. However, the EM disruption effects of the particle beam have proven exceptionally useful for disabling computerized targets.

Kinetic Strike

OLYMPUS kinetic satellites are armed with 24 kinetic strike munitions, each with the firepower to devastate multiple fortified buildings. Unlike previous proposals, these kinetic strike payloads are equipped with hyperfusion engines and their own fuel supply, allowing them to achieve impact on target within less than 15 seconds. Each kinetic strike munition separates into a half-dozen independently-guided lances which each have the firepower to level a fortified bunker. For optimal use, six targets should be designated.

Missile Strike

OLYMPUS missile strikes provide strategic-level fire support. Standard warheads are tactical nuclear, although strategic nuclear countervalue warheads do exist.
