Overview
Heaven's Shore is a pleasant, light gravity world with a temperate climate that managed to escape the notice of settlement prospectors until well into the colonial era. Any hope for a utopian colony world were dashed right from the outset. Plans for emmigration began as soon as reports of its environment were confirmed and dozens of interest groups started a legal and logistical race for a slice of the cake - everyone who hadn't been properly represented in existing colonies, ethnic lobbies wanting their own bit of space, along with the rapidly growing transgene emmigration movement. Few of these groups have ever managed to get along and Heaven's Shore has never stopped arguing with itself. Whenever things appeared to have been worked out, more immigrants arrived.
After numerous shifts in and with utter division rife in a government containing tens of political parties, the founding transgene minority managed to secure control, though not without a minor civil war with ZOCU mobile suit involvement during the 70's. The war set things into motion on Heaven's Shore once again. The years after armistice have been a non-stop series of changing coalition minority governments and depression until the military got tired of it and took over (again). Given how heavily armed said military is though, the rest of ZOCU have begun examining the case in increasing earnest.
