Republic of Emilia

The Republic of Emilia is the last remaining member state of the largely defunct United Earth Sphere and was until its dissolution one of the few places in the Solar System to maintain a direct political association with the Earth. It controls the outer system dwarf planet Haumea and its surrounding environs, including two moons, and multiple stations. Although remote, the Haumean System has seen considerable resources invested into it by mankind's distant homeworld over the past few centuries and in the wake of the UES's collapse it has become a second homeland for displaced politicians and soldiers from that regime.

Haumea was one of the first Kuiper objects to be settled, as early pioneers believed that its largely rocky composition would make it potentially a valuable source of resources for operations in the icy outer system. While the original mining projects were never really successful, they paved the way for further development and in the wake of the Great Exigency the Earth's eyes turned outward looking not for new horizons but a place to preserve the homeworld's increasingly endangered biosphere. The early UES found remote Haumea, far from Terra's rival factions, to be ideal and turned its considerable resources toward it.

Over the course of decades what began as a simple seed vault transformed into a far more ambitious project as the UES General Assembly expanded the scope of what had become one of their premier prestige projects. One after another, vast caverns were carved deep below the surface of Haumea and then stocked with the equally vast machinery necessary to support terrestrial life. What had once been a dead rock was over time turned into something of an Earth in miniature, its icy surface concealing a verdant paradise within. As the population grew from the first few engineers and scientists into a whole city, and then many cities, the original UES mandate was transformed into a nation in its own right.

Although for a time it appeared that the UES had brought peace to Earth, its power did wane and the apocalyptic wars originally feared did occur as the Gaubertist Insurrection collapsed the world government and then the Three Years War turned the planet into a nightmarish wasteland. During the chaos, only Emilia remained largely unscathed. First refugees and then much of the remaining structure of the UES eventually made the long voyage out to their last outpost. Whole habitats deserted the war-torn orbits of Earth for the distant relative safety of the Kuiper, swelling the ranks and bringing much needed infrastructure out to the Haumean System. They remain there to this day, not recognizing the ALTER successor government on Earth, and according to some sources still planning to return and save mankind's ruined homeworld.

Haumea

The dwarf world Haumea is the center of Emilian territory, home to most of its population and much of its infrastructure. Although its resources were strained by the influx of refugees from Earth during the war years, it has over the last few decades manage to largely integrate these new arrivals. Its vast artificial underground biomes with their sprawling forests and wide lakes are with the Earth in ruins the closest you can get to experiencing the pleasant green world of humanity's origins.

The Renaissance Movement

The conservative ideological current that overtook the UES in the years leading up to what is now called the Scourge still exists in Emilia, after a fashion. Deeply suspicious of extreme human modification and artificial intelligence, members of Renaissance inspired political parties find their neighbors in the Kuiper to be frighteningly alien. At present the Renaissance is split between two rival wings, one seeking a return to Earth and another that advocates using new FTL technology to find a new home for mankind out amongst the stars.

The United Earth Sphere

Emilia is really all that remains of the former UES, but as much of its surviving leadership and a considerable portion of its fleet reached the Haumea System, it has over the postwar decades maintained much of that defunct polity's organization. The UES Central Committee still meets, though these days only a few of its active members are Terran born, and it is the United Earth Sphere Navy rather than the Emilian Navy that defends the region.

Vast amounts of industry were necessary to build and then maintain the elaborate machinery that provides heat and gravity to the Haumean caverns, and that original base of infrastructure was expanded considerably by the arrival of two factory stations from war-torn Earth a few decades ago.

Although the Emilian population lives quite comfortably, the considerable expenditure of resources necessary to keep the world running leaves little room for any great expansion of what's already been established, especially after the assimilation of the Terran refugee waves.

The broken UESN that fled the inner system to Haumea has over the past few decades been rebuilt and greatly expanded into a powerful war machine that keeps ALTER's planners up at night.
