Scope
1: Specific: You can affect one specific thing (humans control) 2: Limited: You can affect one specific class of things (animal control) 3: Broad: You can affect one specific type of things (Electromagnetic particles) 4: General: You can affect one specific type of effect (Electromagneticism) 5: Near Universal: You can affect basically anything (Telekinesis)
Control
You buy a certain number of control dice that allow you to do things. In general the cost of your power is it's level x the number of control dice you have for it.
Task Complexity
Each task requires a certain number of successes at a certain success number (like mage)

Like megattributes
