The Kingdom of Fravia is strong human kingdom located in the hills above the southwestern borderlands of the old Carinthian Empire. It was established shortly before the end of the Necromantic War, by refugees who had been driven from their homes in central Carinthia into the hills of the Empire's southwestern provinces. Deep within the forests and in heavily fortified valleys, these survivors were able to outlast the portions of the Necromantic armies that pursued them and in the absence of the old Imperial government eventually established a new nation out of the ashes.

Fravia remains a heavily armed and fortified country as a result of untold skirmishes with raiders from Thule and the threat of ghoul attacks from the Barrow Hills to the north. Although the Fravians have slowly begun to expand out from their hilltop strongholds into the abandoned countryside to the east, these resettlement efforts are proceeding at a cautious pace.

While they have had no contact in generations, the leaders of Fravia are well aware that at least some of the Carinthian Imperials who disappeared below the Barrow Hills have survived. They regard the fact that they have not returned to the surface with suspicion, and the garrisons along their northern border maintain a careful watch for an old Imperial forces. The subject of the Barrow dwellers is a popular topic of discussion on the streets of Meran and throughout Fravia, each new story or rumor about the lost underground realm more outlandish than the last.
