Captive Capsule Program (C-CAP)
C-CAP is the use of various prisoners as magical recording devices, bound by sorcery, and then their spirits recovered on death and processed to reveal various in-capsule data and readings, allowing the VARC to save on costly Thaumatech recording and transmission devices.

High Altitude Aeronautics Program (HERO)
HERO is an aeronautics program that was originally intended as an attempt to reach space using more conventional flight techniques, including high altitude aircraft, and balloons. With the move to multi-stage rockets, HERO has since been used as a test bed for various technologies intended for the rocket program.

Primary Supporters:

Thaumatech Evaluation Corps (TEC)
TEC is a small branch of the VARC that evaluates recovered and captured Jibrilite equipment for its potential use in the space program. TEC is also responsible for acquiring said technology, usually through covert incursions into the chaotic collapsing protectorates on Mikaela. As a result, TEC has a higher casualty rate than any branch of the VARC save C-CAP. Surprisingly, TEC involves few military personnel, as the organization considers itself in direct competition with various Kobold military intelligence groups that are also seeking salvaged Thaumatech.

Experimental Mechanistics (MEC)
MEC is the VARC's cutting edge research and testing branch for new technologies. Unfortunately, MEC often works in parallel to, and in competition with, other tech heavy organizations, such as TEC, B-DIV, R-DIV, and K-DIV. Technology transfer from MEC to the divisions that require it often takes on the air of something more like espionage.

Kobonaut Survival and Recovery Program (K-SAR) K-SAR is one Kobold's quest to ensure that the kabs sent into space are hard enough and mean enough to survive anything they may encounter upon landing. VARC administration accepts that it's a big and mostly hostile world, and any Kobonauts who miss their landing and end up crashing down far from the Mornfell Archipelago are probably lost to the Kingdom. K-SAR refuses to accept this, and has established an extreme survival academy in the wilds of Wilderwar. To date, K-SAR has no graduates.

Distant Island Observation Program (DISO)
DISO is a space observation program that monitors and categorizes various orbital objects, mostly the shattered Ascended Islands of the Chosen. DISO's main observatory is atop Mount Zagspite on the depopulated continent of Domfell. A secondary observatory stands atop Peak 663 in the Vulcan Range, a short distance from the VARC proper.

Alternate Retail Applications Program (ARAP)
ARAP is technically supposed to be a program looking for wider commercial applications of any technology developed by the VARC. In practice, ARAP looks for military applications, and is dominated by military concerns. There is a conflict within ARAP between the Homeguard and Imperialists, which to date has served to prevent the military gaining greater influence over the Tiamat Program as a whole.

Vulcaneering Outreach Program (VOP)
The land north of the Vulcan Mountain range was once populated, prior to the fall, which scoured the region with a massive tidal wave. Rather than resettle, the land was granted to the VARC. In return, VARC is mandated to provide assistance to the displaced refugees in the rest of Thunderhead Island, which it does mainly through helping with education. The VOP is a somewhat half-hearted program of school visits and sponsored science fairs, to meet the VARC's societal obligations.

His Kabilan Majesty's Royal Oversight Commission (HKM ROC) The ROC is a senior commission that provides project oversight and financial assistance to the entire VARC. The ROC also handles the VARC's public relations, and provides it "top cover" against the machinations of its opponents in the Kingdom's government.

Tiamat Program
The Tiamat Program is the overarching rocket program that is the primary means by which the VARC intends to send a Kobold into space. It is by far the largest of any program conducted by the VARC, and involves several direct sub-divisions.

Launch Vehicle Booster Division (B-Div) B-DIV is a subsidiary of the Tiamat Program, and seeks to assist a space launch by strapping a large number of external boosters to the main launch vehicle. They are currently experimenting with cryonics and solid fuel after becoming dissatisfied with the current highly volatile fuel mixes. There is a degree of conflict and competition between B-DIV and R-DIV.

Launch Vehicle Rocket Division (R-DIV)
R-DIV is a subsidiary of the Tiamat Program and seeks to build a multi-stage rocket to conduct a space launch. Its current launch vehicle is the single-stage Azhis rocket, however it is on the verge of testing the two stage Balaur rocket, and is also developing the three stage Celen rocket. R-DIV takes it as a point of pride that they can launch a rocket into space without the dishonour of having to accept the help of B-DIV.

Kabbed Capsule Construction Division (K-DIV) The Kabbed (Manned) Capsule Construction Division is in charge of creating the capsule that will sit atop the launch vehicle and carry Kobolds into space. Their current capsule is the one kab Solomin Mod 2, which to date has been used more as an execution device than a recovery vehicle. K-DIV are developing the safer Mod 3, which will rely on a large amount of mechanical automation to manage various rocket and capsule functions.

The Forge
The Forge is an illicit organization which is made up of several Kobolds from around the VARC and seeks to improve on certain elements of the Tiamat program without the interference of the various elements of the VARC bureaucracy. It's major projects are the Rumpel Capsule, the Helios Space Plane, and Hellfire fuel.

Primary Supporters:

The Arete Draconic
Not actually a program in the VARC, the church of the Arete Draconic involved itself as part of the Captive Capsule Program (which it opposes, it's involvement being part of the deal to secure additional funding for Project Tiamat). The Arete Draconic has some limited involvement with TEC and the VOP, but it's presence is restricted by the antipathy of Director Skyl Iskatril who considers herself a kabbe of science, not of religious hocus pocus.
