The Provident Royal Commonwealth of the United Transeisdzarian Nations, informally the Transeisdzarian Commonwealth (also referred to as the Rauka Transeisdzaria or the Commonwealth), is a sovereign state of the Large Magellanic Cloud. Its territorial space encompasses the majority of the known settled space of the Great Rift and beyond, bordering the Phoenix Empire along the coreward limits of the nebula and the CoDominium at the terminus of the Negev-Ruhazani lines. The Commonwealth is the fourth-largest state of the Large Magellanic Cloud.

Its government is described as a federal union with a common monarch. The Official and Royal Capital is the system of Concordia's March, with the SMS Mikado serving as the auxiliary administrative and legislative seat. The current monarchs since 29 February 5323 - coinciding with the ratification of the February Constitution - are the twin Shahzadas Ardeshir and Saki, though their powers have been assumed by a Regency Council headed by their mother Ravshana Marika al-Lasalle until the end of their minority. The Commonwealth consists of over two hundred autocephalous constellations and thousands of sovereign households, as well as the populations of the Public and Royal Prefectures - direct administrative dependencies - from the Metropolitan Rift to the Negev-Ruhazani lines.

The Commonwealth is the only major multi-system polity in the Large Magellanic Cloud with universal, compulsory national service.

Etymology & Terminology

Prior to unification the collective region was commonly referred to as the "Great Rift" or "Rift". Originally this would be directly translated as Dzaria. All are now synonymous with the Transeisdzarian Commonwealth in general usage. The adjective Rifter is commonly used to describe matters related to the Commonwealth and is used even in official language to refer to Commonwealth citizenship.

History

A complete understanding of Transdzaria's early settlement, like elsewhere, is largely obscured by a digital dark age. Most narrative frameworks are reconstructed almost entirely from archaeological evidence and oral history, which date the establishment of human colonies in the region to the last few centuries of the first millennia A.E. Fully legible data and concrete records did not survive until mid-way through the second millennium, coinciding with the growing prominence of a distinctly Rifter model of body politic that would come to be known as the Constellation. The Constellations maintained a loose framework of association with each other and resolved inter-polity disputes through assemblies known as Things.

Unusually for the Large Magellanic Cloud, the Transeisdzarians retained few of the taboos forbidding Artificial Intelligence and self-modification entrenched in the rest of the Cloud.

Contact with the Phoenix Empire

It is considered indisputable that the people of the Phoenix Empire and the Rift Constellations were peripherally aware of each other throughout most of the first and second millennia. However the spinward zones of the Empire were some of its most undeveloped territories and its lords were largely absorbed with their own affairs, while Royal attention was drawn entirely towards the Jardin war. Phoenician exploration and realization of the regions abutting the Cisdzaria was slow, particularly as the lines of communication grew increasingly distant from the nearest wormholes. Some texts and the existence of Rifter and Phoenician artifacts on either side of the Cisdzaria indicate some level of sporadic interaction between private associations well before the first publicly recorded first contact. It would not be until midway into the Third Millennia when the

Transdzaria was in large part idealized as a wild region of romantic adventure by Phoenician art, giving birth to the artistic movement known as New Spinwardism. Military historians trace the enthusiastic introduction of Lances to the Starforce to Transdzaria, which played a major role in defining Phoenician martial culture. For their part, the Constellations of the Rift struggled to deal with the growing inflow of emigrees fleeing growing repression and social inequality in the Empire proper.

In the late 4th Millennium, the clamor in the Phoenix Empire over "Brain Drain" out of noble demesnes to regions beyond Imperial control and social friction over adventurers who had elevated their status through adventures beyond the frontiers had reached a fever pitch. While border controls were instituted with the Free Star League, the diffuse nature of the Constellations made crafting a coherent policy difficult and debate in the Imperial Court over how to deal with the issue began cleaving down factional lines. In 4128 Miyamoto-Seleukia II issued the Control of Movement Edict, commonly cited as the first step in the of the Great Wall by laying the legal framework for later attempts to tamp the flow of migrants and adventurers leaving the official boundaries of the Empire. Other emperors would also begin to lay down more and more Royal.

Emperor Martianis I would be the first to begin truly intensive Royally controlled fortification of the known starways leading to Transeisdzaria.

The responsibilities of the Commonwealth are strictly defined in the spheres of security, infrastructure, foreign policy, common economy, and intersystem justice with respect to the internal sovereignty of its constituent Autocephalies and Registered Households.

Commonwealth level institutions are identified by their National and Royal prefix, often abbreviated as M.i.S. (Mellattee i Shahee). The executive organs of the Commonwealth are known as the Two Ministries and Four Offices. The three departments are top level offices.

Saka Registry (the Twelve Standards)

In addition to the oaths taken for Commonwealth Citizenship, a member of the Saka Registry must swear the Oath of Chivalry.

Upon registry, a household is associated with one of the Twelve Standards and its corresponding totem.

Unlike Commonwealth Citizens whose service obligations end, the acting members of a Saka Household remain at the disposal of Office of Public Works, War Office, and Magistracy continually for the rest of their lives.

The nucleus of the Standards were large numbers of native Rift fighters and the former Crusaders. Households in the Saka Registry are extended certain privileges: right of appeal directly to the M.i.S. Magistracy over an Autocephaly's own courts, Extraordinary Representation in the Grand Sejm through their Standard, personal exemptions from public passage tolls and customs duties, and the right to arms.

Entry in the Rolls may be stripped for any reason, at any time by the Saka Raukas or on the judgement of a Thing.

Military

The Collective Cosmoforces, officially the Royal Commonwealth of United Transeisdzarian Nations Collective Cosmoforces, are the armed forces of the Commonwealth. The February Constitution authorized the activation of two services overseen by the M.i.S. War Office and controlled by the Kosmoglavnyshtab that make up the Collective Cosmoforces: a first line Common Army (R.a.R. Kosmoforce) and a second line internal security gendarmerie (Thematic Kosmoforce). The Saka Raukas are the commanders-in-chief, to whom individual recruits swear loyalty on enlistment.

The February Constitution instated a Levée en masse on the principle that citizens within a Commonwealth had universal obligations to address common interests. However, due to the burdens of mass emigration and reconstruction the Grand Sejm temporarily suspended conscription for the length of a year and placed the ceiling for annual intake of recruits into armed service at .25% of the population until 5328. As such the effective proportional representation of the population under arms is actually well below that of the Phoenix Empire, CoDominium, or Free Star League and approximately equivalent with the Jardin Republic. However the rate is projected to rise to .65% over the course of the next decade as the demographic situation stabilizes, which would make the Commonwealth military establishment amongst the largest in the Large Magellanic Cloud.

The Collective Cosmoforces operate around 1200 rated combat craft, some 180 of which are Capital Ships, as well as a large number of unrated vessels such as cutters, sloops, and dragoons. Cavalry ships predominate, particularly of cruiser displacement, as it is doctrinally believed that they are highly suitable to the conditions in the Great Rift and the traditional dispositions of its old Rifter and Phoenician officers. A large number of currently active ships were originally commissioned in foreign yards, such as those of the Phoenix Empire or the CoDominium. Most analysts confidently believe that much of the Collective Cosmoforce's materiel is considerably obsolescent compared to the four modern navies.

The Commonwealth had inherited the surviving Self-Defense Forces of the Rifter Constellations and the feudal levy of the Kingdom of the Rift. It also assumed continuity of active hostilities with the Black Brethren and the Phoenix Empire. As an interim measure until the nascent R.a.R. and Thematic Cosmoforces were operationally ready the Grand Sejm issued the 5323 Transitional Forces Law permitting the M.i.S. War Office to amalgamate all native Rifter and Starforce units into a Provisional Cosmoforce until the year 5328, when a number of defense policies such as the draft ceiling would be reviewed. From authorization in March 5323 to official deactivation in August 5326 this was effectively a third service arm of the Collective Cosmoforces.

The disastrous performance of the Provisional Cosmoforce in the Baal War exposed the manifold defects of the ad hoc compromises that characterized the defense arrangements up to then. Kosmoglavnyshtab studies highlighted deep structural faults desperately lacking unity of command, inconsistent span of control, insufficient interoperability,

Organization and Structure

Collective Cosmoforce jundees are inducted into Regiments, also known as Home Units, in a fashion not dissimilar to the Phoenix Starforce's Regimental system. Each is responsible for administrating its constituent Combat Command Equivalents (CCEQs) and providing well trained soldiers to field units. While it is considered ideal for a Regiment's Combat Commands to be deployed together, Regiments are not operational units like those of the Phoenix Starforce. It is not uncommon to find Combat Commands from the same Regiment scattered across different demibrigades, brigades, divisions, corps, and even entirely separate theaters altogether. Many jundees will spend the entirety of their military terms within one Regiment.

General Cosmostaff

The Transeisdzarian General Cosmostaff (Kosmoglavnyshtab) is the central organ responsible for studying all aspects of war, drafting warplans, administering mobilization, and forming the Grand Quartier Général (GQG) which takes operational control of the Collective Cosmoforces in wartime. The Grand Domestic of the Cosmoforces since 5323 is Field Marshal Trinary Sharp Celerity, a native born Rifter.

The General Cosmostaff is quartered alongside the M.i.S. War Office on Concordia's March and the NMS Randgritiz.

Regular and Royal Cosmoforce

The Regular and Rauka (translated: Royal) Cosmoforce, abbreviated as R.a.R., is the Common army of the Commonwealth. It operates the majority of the rated warships and exclusively controls all Capital ships.

Themata

Themata, from the root word thesis (translated: placement), are the principle military-judicial districts of the Transeisdzarian Commonwealth with overall responsibility for the enforcement of Commonwealth law, the maintenance of military facilities, and advising civil defense. Each Themata is divided into a number of Prefectures, headed by Cosmoforce Prefects.

In wartime the M.i.S. War Office may request the activation of Themata as zones of cosmoforce control from the Raukas and the Grand Sejm. Constellations and Magistrates may likewise request the imposition of Martial Law from the Raukas.

Thematic Cosmoforces

The Thematic Cosmoforces are the internal troops and gendarmerie of the Commonwealth. Due to their double responsibility they report to both the M.i.S. War Office and the Magistracy.

In addition to normal law enforcement duties, Thematic Cosmoforce units are often seconded to Magistrates for outstanding pursuit. Thematic and R.a.R. Cosmoforce units are grouped together for the purposes of Cosmoarmee command, usually functioning as second line cavalry units.

Pasdaran

The Pasdaran (translated: Guard) is the ceremonial guard escorting the Grand Sejm in session and the person of the Shahzadas. The Pasdaran's origins predate both the short lived Kingdom of the Rift and the Collective Cosmoforces, beginning with details of the Lasalle Brigade assigned to protect Prince Hiroshi. Despite their ceremonial appearance the Pasdaran are operationally ready Cosmoforce units and armed with live weapons.

A total of eleven CCEQs are needed between the various posts in the system of Concordia's March and on the SMS Mikado. The roster is normally rotated so as to not unduly burden certain Home Units. The Regiments selected for upcoming duty in the Pasdaran rotation detach the needed battalions or squadrons for a month long Parade & Ceremony course before relieving their counterparts.

Normally a select few R.a.R. Regiments of the Young Echelon provide the Pasdaran in a regular rotation.

However in principle any Commonwealth unit can provide contingents to the Pasdaran.

Units chosen for a term as Pasdaran receive a number of honors and privileges. Home Units are authorized a fifth battalion or squadron. Individual enlisted and officers are dignified with one of the four lower Cavalier Orders, sometimes equated to knighthood in the Phoenix Empire.

Standards & Colours

By regulation R.a.R. Cosmoforce Regiments are permitted only two colors without special dispensation. They are 97 x 117 cm, mounted on a lance almost three meters long, either hoisted vertically along the stave or draped from a horizontal crossbar. The borders and trim are dictated by their unit type. Silk or self-healing fabrics are used. Each CCEQ carries two:

  • The Rauka's Colours are double sided. On the obverse is the Commonwealth Starburst. On the reverse is either the Simurgh with the symbols of Constellations arranged in Corona or a portrait of the Uncrowned King with a Halo mounted on a warhorse and the Peacock Angel over His head on a blue field.
  • The Regimental Colour is normally a single color, usually from the Regiment's uniform, with the unit's insignia either at the center or any of the four corners. Unlike the Rauka's Colors, a unit's colors may be freely embellished with battle honors and antecedent symbols with the permission of the Shahzadas.

Thematic Cosmoforce units are required to fly the Commonwealth Colours, but are free to carry any other Colours - or lack thereof - without any scrutiny other than a Comissariat review. The regulations for Ensigns, Jacks, Pennons, Guidons, and other Vexilloids across the Collective Cosmoforces are much more lenient than they are for Standards. Units may fly original designs, pending a Commissariat review, so long as it contains any two of six Commonwealth elements: the Starburst, the Uncrowned King, the Blue Field, Peacock Angel, and Simurgh.
