The Provident Royal Commonwealth of the United Transeisdzarian Nations, informally the Transeisdzarian Commonwealth (also referred to as the Rauka Transeisdzaria or the Commonwealth), is a sovereign state of the Large Magellanic Cloud. Its territorial space encompasses the majority of the known settled space of the Great Rift and the Rift Expanse. The Commonwealth shares borders with the Phoenix Empire along the coreward limits of the nebula and operates customs with the CoDominium at the terminus of the Negev-Ruhazani lines. The Commonwealth is the fourth-largest state of the Western Large Magellanic Cloud.
Its government is described as a federal union with a common monarch. The Official and Royal Capital is the system of Concordia's March, with the SMS Mikado serving as the auxiliary administrative and legislative seat. The current monarchs since 28 February 5323 - coinciding with the ratification of the February Constitution - are the twin Shahzadas Ardeshir and Saki, though their powers have been assumed by a Regency Council headed by their mother Ravshana Marika al-Lasalle until the end of their minority. The Commonwealth consists of over two hundred autocephalous constellations and thousands of sovereign households, as well as the populations of the Public and Royal Prefectures - direct administrative dependencies - from the Metropolitan Transdzarian Expanse to the Negev-Ruhazani lines.

In addition to the Twelve Standards there are a number of Bordered Banners, smaller groups usually centered around a free-standing Standard Bearer and their allied households.
Administrative Divisions
Themata, from the root word thesis (translated: placement), are the principle military-judicial districts of the Transeisdzarian Commonwealth with overall responsibility for the enforcement of Commonwealth law, the maintenance of public facilities, and coordinating civil defense. Each Themata is divided into a number of Prefectures, headed by Cosmoforce Prefects.
In wartime the M.i.S. War Office may request the activation of certain Themata as zones of Cosmoforce control from the Raukas and the Grand Sejm. Autocephalies and Magistrates may likewise request the imposition of Martial Law from the Raukas.
Military

The Collective Cosmoforces, officially the Royal Commonwealth of United Transeisdzarian Nations Collective Cosmoforces, are the armed forces of the Commonwealth. The February Constitution authorized the activation of two services overseen by the M.i.S. War Office and controlled by the Kosmoglavnyshtab that make up the Collective Cosmoforces: a first line Common Army (R.a.R. Kosmoforce) and a second line internal security gendarmerie (Thematic Kosmoforce). The Saka Raukas are the commanders-in-chief, to whom individual recruits swear loyalty on enlistment.
The M.i.S. War Office is authorized to take in citizens fulfilling their Levée en masse service commitments. However, due to the burdens of mass emigration and reconstruction the Grand Sejm temporarily suspended conscription into the Cosmoforces for the length of 5323 and placed the ceiling for annual intake of recruits into armed service at .25% of the population until 5328. As such the effective proportional representation of the population under arms is actually well below or approximately equivalent to most powers of the Large Magellanic Cloud. However the rate is projected to rise to .65% over the course of the next decade as the demographic situation stabilizes, which would make the Commonwealth military establishment amongst the largest in the Large Magellanic Cloud.
The Collective Cosmoforces operate around 1200 rated combat craft, some 180 of which are Capital Ships, as well as a large number of unrated vessels such as cutters, sloops, frigates, and dragoons. A large number of currently active ships were originally commissioned in foreign yards, such as those of the Phoenix Empire or the CoDominium. Most analysts confidently believe that much of the Collective Cosmoforce's materiel is considerably obsolescent compared to the four modern navies.
The Commonwealth had inherited the surviving Self-Defense Forces of the Constellations and the feudal levy of the Kingdom of the Rift. It also assumed continuity of active hostilities with the Black Brethren and the Phoenix Empire. As an interim measure until the nascent R.a.R. and Thematic Cosmoforces were operationally ready the Grand Sejm issued the 5323 Transitional Forces Law permitting the M.i.S. War Office to amalgamate all native Rifter and Starforce units into a Provisional Cosmoforce until the year 5328, when a number of defense policies such as the draft ceiling would be reviewed. From authorization in March 5323 to official deactivation in August 5326 this was effectively a third service arm of the Collective Cosmoforces.
