Brief Overview
Fuso is a radical militant state, a reactionary Japanese colony ruled by a Transhuman Samurai elite, it bears many similarities to feudal Japan and its architecture combines much of the traditional and modern. Gaining it’s own independence during the fraught years of the 1st space conflict, Fuso is independent world in the Expanse and is considered a wildcard due to its strict ideology and militancy. Many regard Fuso as petty in matters of state, others worry at it’s growing power and interventionist policies. It maintains a slight slant towards the policies of ZOCU due to it’s mistrust of the Core and especially those it regards as American or Chinese puppets. It’s pro-japanese historical revisionism as earned it the ire of many Asian colonies, due to it’s wholesale denial of Japanese war crimes.
Fuso is perhaps most infamous for it’s Orbital Frames, styled with the appearance of Japanese gods and containing considerable reverse engineered technology, coupled with fanatical teenage cybernetic pilots.
Extended Overview
Geography
The world of Fuso is a verdant tropical world of salty oceans and considerable volcanic activity, which has resulted in thousands of islands scattered across the world, as well as Main Ridge, a thick tall mountainous band of crust that stretches around the planet, separating the world’s oceans into two.
The world of Fuso is rich with alien life, it was seeded millions of years ago by the precursors with prehistoric marine life from earth, though this has long since evolved into alien forms. The terrestrial fauna is however, considerably more alien, the primary planet pigment in photosynthesis reflects blue light most strongly, giving Fuso blue grass and azure jungles.
The main benefit of this is a rich export market of exotic biota, primarily various marine animals and several advanced scientific ventures studying the alien lifeforms. Much of the jungle is a UNESCO Exobiology Site of Scientific Interest and protected against undue commercial exploitation.
The Main Ridge is an important geological feature, the vast majority of settlements on Fuso lie upon the shore opposite a large island chain. The sea within this chain of islands houses several important Posthuman structures, from which the majority of Fuso’s theta dust is extracted. Theta site Hiei is home to thousands, who live and work in the extraction facilities that coat the exterior of the posthuman diamondoid tower and also extend along the maglev tunnel leading to New Edo’s theta integration plants.
Historical
Fuso was an early Japanese colony, marked for colonisation initially due to its abundant natural biota and it’s high habitation rating. Fuso was subsequently found to contain significant posthuman ruins, both within the ocean and on land, in the form of posthuman diamondoid structures, though these were left alone due to a UN mandate.
Early issues with Fuso began with a noticeable increase in nationalist sentiments, far above the normal for Japanese colonies, it appeared Fuso was delibately targeted for settlement by extreme nationalists and reactionaries. Many of these were transhuman and indeed the local self-defence force was predominantly made up of transhuman volunteers, ferried offworld due to political difficulties of Japan maintaining supersoldiers. The coincident trend of nationalism within the civilian population and the military was un-noticed, partly disguised as mere heritage in the overly traditional architecture merged with modern construction materials. While nationalists were a relative but significant minority in the population, in the military establishment they were increasingly the majority.
During the breakdown Fuso was cut off from the core powers, though it emerged that for years, a Black Dragon Society front corporation had been secretly harvesting theta dust from a number of offshore sites, managing to disguise their efforts as oil drilling, these theta drives were equipped on military ships loyal to the Black Dragon Society and used to maintain contact with a number of other worlds.
It was during the breakdown that the lack of contact allowed the Black Dragon Society to advance it’s agenda considerably. The civilian government was quietly infiltrated by the Black Dragon Society, military intelligence were vital in black mailing, intimidating and otherwise silencing opponents of a increasingly reactionary colony. The Social and ideological pursuits of the society were carefully introduced into colonial policy, the isolation provided a perfect environmental to mould the society before counter-revolutionary influences could re-establish contact and in the thirty years of the breakdown, Fuso’s societal transition to a enlighted feudalist society was practically complete. With the establishment of re-contact the ‘horrors’ of the breakdown or transitory period were quickly buried and Fuso bided it’s time carefully, hiding its theta stocks from view and maintaining the appearance of a vastly smaller military. There were of course, murmurs and signs of the revolution, but the breakdown provided a convenient excuse for evidence of excessive behaviour or unusual
Fuso and the ZOCU War
“Fuso was never seriously involved in the ZOCU war as a whole, but used the outbreak to its advantage, knowing that its bid for independence had two parts, domestic and foreign. The breakdown had provided victory on the domestic front, allowing for an interrupted indoctrination of the populance and the establishment of a domestic and capable military. The ZOCU war would provide a suitable distraction to PACT to allow victory on the foreign front, as significant numbers of PACT forces were tied up with other world’s and rebellions.” Random Historian
With the formation of ZOCU and the subsequent outbreak of low level hostilities, Fuso found itself with an opportunity to rid itself of Earth rule, end the clandestine game of political subterfuge and come proudly into the open. It would do so, in a manner much similar to the opening salvo of the Pacific war, though with hopefully better results.
A convoy of JSDF forces were directed towards the colony to resupply and join with Fuso’s contribution to the effort and the compromised agents of Japan’s offworld colonial executive wilfully directed them into a trap at the hands of Fuso’s newly constructed Mobile Suits. The JSDF forces were wiped out in a single terrible ambush and Fuso immediately unveiled a fledgling though fanatical military that would enact a heavy price on attempts to recapture the colonial settlement.
Discouraged by the bloody opening stages of Fuso’s bid for independence and with more pressing matters with feral drones and ZOCU, Fuso found itself subject to relatively minor attention.
Subsequent engagements were mixed, one Fuso gambit beyond its immediate territory failed miserably, while a JSDF attempt to re-establish a beach-head in the system were resoundly repulsed.
Some analysts have suggested the rather speculator failure of a JSDF Special forces mission as a contributing factor to Fuso’s bid for peace, some 40 operatives of Japan’s Elite Special Forces were captured on the planet and held as hostages, a propaganda victory for Fuso who managed to ensure significant airtime for their political views and messages and weakening the already poor resolve. The increasingly obvious signs of a indoctrinated and fanatical population had lead several media outlets to compare an invasion of Fuso, to that of Operation Downfall.
Though the Special Forces were repatriated in exchange for several Fuso Mobile Suit pilots captured in the failed raid on a JSDF depot, it was thought this was perhaps a cover for a more substantive deal.
In the end, these engagements encouraged PACT to settle for peace, with the understanding that Fuso would not join ZOCU in return for not being subject to the Treaty of Sirius.
Political
The political framework of Fuso is a ‘multiparty’ military dictatorship which bears a resemblance to both the Shogunate’s of Japan during the 2nd millennium and more modern military governments of the 20th century.
The Head of Government is the Shogun with whom which most power resides. It is a dejure life appointment with a similar rotational system to ensure representation from all branches. The Shogunate enjoys considerable executive power, including the ability to declare war, or issue executive orders.
The Shogun is also responsible for appointing members of the Military Cabinet from a shortlist of recommendations drawn together by a select committee drawn equally from all three arms of the military.
The Military Cabinet or Ruling Council that is appointed in terms of four years, rotating between the Navy, Aerospace Force and Army. It is nearly always made up of senior ranks of one branch, except through special appointment. Each appointment heads a Department of the Government, such as the Department of Defence, or Department of Public Health.
Black Dragon Society
The Kokuryūkai were formed in 1901 and were a paramilitary ultranationalist group that aided in imperial japan’s wartime goals, they were subsequently ‘disbanded’ at the end of the war, after what the modern Kokuryukai regard as ‘The Insufferable Betrayal’. They instead however, formed a secret society that infiltrated and controlled much of the organised crime in Japan and had links to several businesses. It would however, be some one hundred years before they could begin to seriously attain their goals. In time they would amass enough wealth and influence, to embark on a quest to hijack one of japan’s early colonial settlements and forge a world in their ideological identity.
Inspired by the Black Ocean Society’s aim of restoring a feudal japan, with a privileged Samurai class, though with a more refined outlook that did not discriminate in regards to ‘birth’ but instead regarded ‘merit’ as the most desirable measure of worth. They espose a strongly pro-japanese and pan-asian ideology and pay considerable attention to denouncing the injustices and lies of the second world war, laying the blame at the core powers of china and America.
With the establishment of the Fuso Military State, the Black Dragon Society maintains a position much like that of the 20th century Nazi party, an official society which all active members of the upper social classes are expected to join. It organises social and educational events for all citizens, including an extensive health programme involving martial arts and military training disguised as adventuring.
Social
The social structure of Fuso is heavily influenced by the militancy of the nation. The Samurai Code of Honour, Bushido, is considered the epitome of conduct.
• Rectitude (義 gi)
• Courage (勇 yuu)
• Benevolence (仁 jin)
• Respect (礼 rei)
• Honesty (誠 makoto or 信 shin)
• Honor (誉 yo)
• Loyalty (忠 chuu)
The nation has ‘Enlighted Feudalism’ in which there is a clearly defined but mobile social structure, based on merit. This has allowed for a certain amount of social and economic freedom though the upper social class, the Samurai classes are reserved for the military.
There is however an alternative structure, the Brotherhood of Rangaku is a religious organisation that seeks enlightment through advancement. They are respected scholars, scribes and engineers who are responsible through contracts to the Government for much of Fuso’s technology.
External Relations
Fuso has fraught relations with PACT and the Sino-Russians, though it pays the EU little attention, baring a few diatribes about ancient colonialism. ZOCU relations are cordial and warming, with weariness of Fuso controversial nature creating some barriers.
