=Etymology & Terminology= | =Etymology & Terminology=
The | The regions making up modern Transeisdzaria were known by a confusion of terms with specific meanings that were nevertheless used in reference to much of the space beyond the Great Rift, opposite the Phoenix Empire, rather than solely those contained within it directly. For example, in full correctness the ''Great Rift'' refers specifically to the nebula itself while the Rift Expanse defines the region beyond; in practice, many speakers use either . Likewise, the people themselves have often called by the blanket term "Rifter" even though the vast majority did not themselves actually live in the Rift.
*The Great Rift is one of the most common names.
*The Rift Expanse | |||
*''Dzaria'', meaning "Lake Country" in Turanic, was a common translation of the Great Rift in the Phoenix Empire. As contact developed with the Rift Expanse, Cisdzaria, referring to the Great Rift in particular, and . Originally, the Anti-Dzaria was the most common, however, by the turn of the fifth millenium it had been eclipsed by Transdzaria. Transdzaria was first referred to in several Phoenician documents as a term equivalent to the Rift Expanse, ''Trans'' meaning "across, over, beyond, to go beyond" and "Dzaria" meaning ''Lake Country''.
The Compact of New Possibilities declared the Constellations and the Saka were "united into one Commonwealth by the name of Transeisdzaria", formally adopting it as the official identity of the state. ''Sei'' is another rendition of Saka. All previous denominations were accepted as synonymous with the Transeisdzarian Commonwealth.

===Earliest Settlement===
A complete understanding of Transdzaria's early settlement is obscured. Most narrative frameworks are reconstructed almost entirely from archaeological evidence and oral history, which date the establishment of human colonies in the region to the last few centuries of the first millennia AE. Fully legible data and concrete records did not begin survive until partway through the second millennium.
Relatively isolated from the rest of the Magellanic Cloud, Transdzarians soon diverged culturally from the rest of the Ark-descended populations. Perhaps the most striking is the weakness of taboos forbidding the development of complex Artificial Intelligence and extensive self-modification which became entrenched elsewhere in the Large Magellanic Cloud. ===Contact with the Phoenix Empire=== | ===Contact with the Phoenix Empire===
It is considered indisputable that the people of the Phoenix Empire and the Expanse were peripherally aware of each other throughout most of the first and second millennia. However the oriental zones of the Empire were some of its most sparsely colonized territories, while Royal attention was drawn entirely towards the Jardini-Phoenician war. Exploration and development of the regions abutting the Cisdzaria was slow, particularly as the lines of communication grew increasingly distant from the nearest wormholes. Popular references and the existence of Rifter and Phoenician artifacts on either side of the Cisdzaria indicate some level of ongoing sporadic private interaction well before the first publicly recorded first contact. However it would not be until midway into the Third Millennia when the

Military historians trace the enthusiastic introduction of Lances to the Starforce to Transdzaria, which played a major role in defining Phoenician martial culture. For their part, the Constellations of the Rift struggled to deal with the growing inflow of emigrees fleeing growing repression and social inequality in the Empire proper.

===The Great Wall=== | |||
In the late 4th Millennium, the clamor in the Phoenix Empire over "Brain Drain" out of noble demesnes to regions beyond Imperial control and social friction over adventurers who had elevated their status through escapades beyond the frontiers had reached a fever pitch. While border controls were instituted with the [[The Free Star League|Free Star League]], the diffuse nature of the Constellations made crafting a coherent policy difficult and debate in the Imperial Court over how to deal with the issue began cleaving down factional lines. In 4128 Miyamoto-Seleukia II issued the Control of Movement Edict, commonly cited as the first step in the of the Great Wall by laying the legal framework for later attempts to tamp the flow of migrants and adventurers leaving the official boundaries of the Empire. Other emperors would also begin to lay down more and more Royal.

In addition to the Twelve Banners there are a number of Bordered Banners, smaller groups usually centered around a free-standing Standard Bearer and their allied households.
===Administrative Divisions===
''Themata'', from the root word ''thesis'' (translated: placement), are the principle military-judicial districts of the Transeisdzarian Commonwealth with overall responsibility for the enforcement of Commonwealth law, the maintenance of public facilities, and coordinating civil defense. Each Themata is divided into a number of Prefectures, headed by Cosmoforce Prefects.
In wartime the M.i.S. War Office may request the activation of certain ''Themata'' as zones of Cosmoforce control from the Raukas and the Grand Sejm. Autocephalies and Magistrates may likewise request the imposition of Martial Law from the Raukas.
== | ===Military=== | ||
The | :''Main article: [[Transeisdzarian Cosmoforces]]''
The '''Transeisdzarian Cosmoforces''', officially the '''Setarehspah Mellattee i Shahee''', are the armed forces of the Commonwealth. The Compact of New Possibilities authorized the activation of two services overseen by the M.i.S. War Office and controlled by the ''Kosmoglavnyshtab'' that make up the Collective Cosmoforces: a first line Common Army (R.a.R. Kosmoforce) and a second line internal security gendarmerie (Thematic Kosmoforce). The Saka Raukas are the commanders-in-chief, to whom individual recruits swear loyalty on enlistment.
The M.i.S. War Office is authorized to take in citizens fulfilling their ''Levée en masse'' service commitments. However, due to the burdens of mass emigration and reconstruction the Grand Sejm temporarily suspended conscription into the Cosmoforces until 5324 and placed the ceiling for annual intake of recruits into armed service at .25% of the population until 5328. As such the effective proportional representation of the population under arms is actually well below or approximately equivalent to most powers of the Large Magellanic Cloud. However the rate is projected to rise to .65% over the course of the next decade as the demographic situation stabilizes, which would make the Commonwealth military establishment among the largest in the Large Magellanic Cloud.
The Cosmoforces operate around 1200 rated combat craft, some 180 of which are Capital Ships, as well as a large number of unrated vessels such as cutters, sloops, frigates, and dragoons. A large number of currently active ships were originally commissioned in foreign yards, such as those of the Phoenix Empire or the CoDominium. Most analysts confidently believe that much of the Collective Cosmoforce's ''materiel'' is considerably obsolescent compared to the four modern navies.
The Commonwealth had inherited the surviving Self-Defense Forces of the Constellations and the feudal levy of the Kingdom of the Rift. It also assumed continuity of active hostilities with the Black Brethren and the Phoenix Empire. As an interim measure until the nascent R.a.R. and Thematic Cosmoforces were operationally ready the Grand Sejm issued the 5323 Transitional Forces Law permitting the M.i.S. War Office to amalgamate all native Rifter and Starforce units into a Provisional Cosmoforce until the year 5328, when a number of defense policies such as the draft ceiling would be reviewed. From authorization in March 5323 to official deactivation in August 5326 this was effectively a third service arm of the Collective Cosmoforces.

The regions making up modern Transeisdzaria were known by a confusion of terms with specific meanings that were nevertheless used in reference to much of the space beyond the Great Rift, opposite the Phoenix Empire, rather than solely those contained within it directly. For example, in full correctness the Great Rift refers specifically to the nebula itself while the Rift Expanse defines the region beyond; in practice, many speakers use either . Likewise, the people themselves have often called by the blanket term "Rifter" even though the vast majority did not themselves actually live in the Rift.
- The Great Rift is one of the most common names.
- The Rift Expanse
- Dzaria, meaning "Lake Country" in Turanic, was a common translation of the Great Rift in the Phoenix Empire. As contact developed with the Rift Expanse, Cisdzaria, referring to the Great Rift in particular, and . Originally, the Anti-Dzaria was the most common, however, by the turn of the fifth millenium it had been eclipsed by Transdzaria. Transdzaria was first referred to in several Phoenician documents as a term equivalent to the Rift Expanse, Trans meaning "across, over, beyond, to go beyond" and "Dzaria" meaning Lake Country.
The Compact of New Possibilities declared the Constellations and the Saka were "united into one Commonwealth by the name of Transeisdzaria", formally adopting it as the official identity of the state. Sei is another rendition of Saka. All previous denominations were accepted as synonymous with the Transeisdzarian Commonwealth.
History
Earliest Settlement
Unusual automation and . Groups that would parallel the Black Brethren became a particularly radicalized group agitating for
Contact with the Phoenix Empire
However it would not be until midway into the Third Millennia when the
Transdzaria was in large part idealized as a wild region of romantic adventure by Phoenician culture, giving birth to the artistic movement known as New Spinwardism.

The Great Wall
In the late 4th Millennium, the clamor in the Phoenix Empire over "Brain Drain" out of noble demesnes to regions beyond Imperial control and social friction over adventurers who had elevated their status through escapades beyond the frontiers had reached a fever pitch. While border controls were instituted with the Free Star League, the diffuse nature of the Constellations made crafting a coherent policy difficult and debate in the Imperial Court over how to deal with the issue began cleaving down factional lines.
Emperor Martianis I would be the first to begin truly intensive Royally controlled fortification of the known starways leading to Transeisdzaria.

Government & Politics
The Compact of New Possibilities, ratified 18 February 5323, is the legal foundation of the Commonwealth.
The responsibilities of the Commonwealth are strictly defined in the spheres of security, infrastructure, foreign policy, common economy, and intersystem justice with respect to the internal sovereignty of its constituent Autocephalies and Standards.
Local authorities retain self-rule and are by and large free to function as they see fit.
As a monarchy, the Saka Raukas have final control over the conduct of the Commonwealth.
Administration
Commonwealth level institutions are identified by their National and Royal prefix, often abbreviated as M.i.S. (Mellattee i Shahee). The executive organs of the Commonwealth are known as the Two Ministries and Four Offices.

Saka Registry
Upon registry, a household is associated with one of the Twelve Banners and its corresponding totem. Households in the Saka Registry are extended certain privileges: self-sovereignty, the inviolate right to bear arms, a jury of their peers in the Standards over an Autocephaly's courts, personal exemptions from public passage tolls and customs duties, and direct appeals to the Saka Rauka.
The nucleus of the Standards were large numbers of native Rifters, not a few who had been knighted in the last days of the Kingdom of the Rift, and Phoenicians who had fought on either side of the Rift Crusade.
Entry in the Rolls may be stripped for any reason, at any time by the Saka Raukas or on the judgement of a Thing.
Voivodes are automatically raised to a palatine or princely dignity.
In addition to the Twelve Banners there are a number of Bordered Banners, smaller groups usually centered around a free-standing Standard Bearer and their allied households.
Administrative Divisions
Themata, from the root word thesis (translated: placement), are the principle military-judicial districts of the Transeisdzarian Commonwealth with overall responsibility for the enforcement of Commonwealth law, the maintenance of public facilities, and coordinating civil defense. Each Themata is divided into a number of Prefectures, headed by Cosmoforce Prefects.
In wartime the M.i.S. War Office may request the activation of certain Themata as zones of Cosmoforce control from the Raukas and the Grand Sejm. Autocephalies and Magistrates may likewise request the imposition of Martial Law from the Raukas.
Military
- Main article: Transeisdzarian Cosmoforces
The Transeisdzarian Cosmoforces, officially the Setarehspah Mellattee i Shahee, are the armed forces of the Commonwealth. The Compact of New Possibilities authorized the activation of two services overseen by the M.i.S. War Office and controlled by the Kosmoglavnyshtab that make up the Collective Cosmoforces: a first line Common Army (R.a.R. Kosmoforce) and a second line internal security gendarmerie (Thematic Kosmoforce). The Saka Raukas are the commanders-in-chief, to whom individual recruits swear loyalty on enlistment.
The M.i.S. War Office is authorized to take in citizens fulfilling their Levée en masse service commitments.
Most analysts confidently believe that much of the Collective Cosmoforce's materiel is considerably obsolescent compared to the four modern navies.
