The Rings of Elysium refer to the spin sections of the hugemongous vessel originally designed as part generation ship, part luxury interstellar cruise liner. Originally a posthuman prototype arkship, it was a 20 kilometer long vessel of mostly structure skeletal, with a radiation shield at the bow and engines at the stern. 'Bought' by a eccentric billionare, it was constructed into a longshot colony with large habitation rings (he had signalled a desire to marvel at the jewel of a neutron star). His modifications however bankrupted him and with only two habitation sections complete, the project was abandoned only to be taken up later by a relatively late longshot group of pioneering colonists, seeking to reach bold frontiers.

Unfortunately the system wiped during transit and instead of arriving at their intended world, they arrived at the madman's original destination, stored on backups. The system they found was post-supernova, a fiery neutron star was the core of a system of asteroids and hellish worlds, forced to quickly adapt to the situation, they converted the hydrogen ramscoop of the vessel into a giant asteroid processing maw, to funnel in feedstock for the batteries of fabrication units the ship was equipped with by the posthumans.
Elysium civilization is incredibly decentralised, excluding the core landing site which is the only major city (of some 650,000 people), a network of transit exists that links the major urban centres and satallite villages together, in a extensive network that covers much of the colonial landmass. Elysium thinks of it's capital as the heart, the maglevs as the thick arteries and the outer last layer of transit as the capillaries, linking the largest settlements of roughly 10-15,000 with the most common settlements of hundreds. Elysium society relies heavily on projective technology, such as telebots and holographic interfaces and internet commuting. Nearly everyone in Elysium has the basic implant that allows them to easily access a telebot from any location on the planet.
 
A hundred years later, the ship is more of less 'complete', as fabricators have been over decades used to finish habitation rings of much larger scope than intended, easing the cramped conditions of life aboard ship somewhat. Nestled within the magnetic shielding of the hulking vessel, life continues to flourish, as dangerous asteroid herders lead feedstock towards the vessel.

The majority of the military is robotic, teletroopers or otherwise. It's mission is self-defence and supporting the exploration activities of the Elysium Science Index.
