The Central Administration Authority used to be the main administrative centre of a galaxy spanning empire. Now, probably due to the combined prayers of the entire Imperial Diet, the CAA has appeared in the Nexus. These are the stories of a bunch of civil servants struggling to come to terms with their sudden irrelevance.

Pop: 0

In successive centuries and successive technological increases, the Galactic Empire has managed to concentrate all of its administration into a single star system. The three habitable planets are all self-sufficient, with some agricultural and industrial capabilities.

Trans: 3 (6)

Imperial Civil Servants are a separate class in the Empire, and were made to be physically distinct. As such, they took on the guise of the kitsune, to which the next Emperor was quick to comment on that "it's perfect, too damned cunning and mischevious for their own good!"

Infra: 0

The CAA has very limited industrial capabilities that are primarily geared towards the production of consumables, though it also has limited ship repair facilities.

Growth: 1 (1)

The valiant attempt by the Imperial Diet to halt the growth of the CAA succeeded when they ran out of space to expand.

Military: 0
Fleet: 0

The CAA is located in the heart of the Empire, in close proximity to the Capital and its massive fleets. Thus any additional defence was deemed to be unnecessary.

These are the guys who managed to convince the Empire to give them a fully terraformed star system, flowing with champagne and caviar, and centralizing *all* of the Empire's administration in that star system, hence requiring plenty of tiresome travel to the far and exotic reaches of that same Empire. Granted, that specific Emperor (and his advisors) was an idiot, and the PR campaign was top notch...

Espio: 3 (4)

The CAA prides itself on being the Empire's second best intelligence agency after the Department of Imperial Security. How else would they be able to get a bead on events fast enough to obfuscate them for the Diet?

Adv: 1 (4)

Nothing special here.

Unique: 4 (8)

Fast, long distance travel and communication are a must for a galaxy spanning empire, certainly more so if one wished to administer the whole place from a single location.

Emergent: 0

AIs might result in a reduction in the size of the Civil Service...

Magic: 4 (6)

Every Civil Servant manifests supernatural capabilities, and those capabilities increase with seniority and experience, with the nine-tailed Permanent Secretaries being the most powerful.
