The citizens of Tykhestan Reef maintain that the Provisional Government is simply a temporary administrative zone of the Solar Commonwealth, not an independent nation-state.

As the threat of Nemesis loomed heavily in the future, LOGOS began dividing the Belt into new administrative units. In years past the habitats and stations had participated in the Commonwealth as direct member states, the new reforms placed these individual bodies under the jurisdiction of regional Magistrates. Whether this extensive reorganization was informed by some inscrutable design or merely the first symptom of its fatal schizophrenia is hard to say. What can be said for certain is that the nucleus of what would become Tykhestan, the Eunomian Reef Zone, was formed as a result of these designs.
