Entente Charter

Purpose

To bring member nations closer together in a tight-knit alliance, allowing for greater military protection and economic strength, as well as forming a force capable of taking defensive action when necessary, and spreading the influence of liberty and respect for all in the galaxy as a whole. The Entente is not limited to any one government dogma, and embraces any form of government, so long as it represents the will and consent of the people being governed.

Organization

The Entente will form a new Senate, copied upon the concept of universal representation as in the Old Republic.
The Senate will be in charge of regulating laws and rulings on diplomatic, economic, and military matters concerning the alliance.

Diplomacy

Member nations shall conduct diplomacy in accordance with their own established needs, however, that diplomacy is expected to conform to the rights and dignities outlined in the Guiding Principles.

Economy and Trade

Borders between member nations will be open, and trade will come to allied members before any others.
If a member nation's economy begins to impede the alliance as a whole, through unfavorable market forces or market problems, member nations are obliged to render assistance where practical. Economic failure of a member nation due to poor economic management, or a lack of oversight or accountability, corruption, or inordinate risk, does not obligate member support. Should the economic downturn affect other members negatively, then they have the right to request internal reviews, Senatorial investigations, and if necessary vote for removal of the offender from the alliance.
Special designs and technologies of sensitive military nature will remain within the alliance until the member nations as a whole decide on what to share, what to sell, and what to keep.

Military

Individual member nations will maintain their own fleets, and ship designs will remain independent to meet the needs of each nation.
When needed, a collaborative navy and ground army will be formed, composed of diverse ships and appointed officers from each nation.
Tactics and training will be shared by each nation, available to the alliance as a whole.

Intelligence

Intelligence will be shared in peace time as well as war, and the alliance will function together in order to carry out it's goals.
Nations reserve the right to carry out individual covert operations, so long as those covert operations do not undermine the Entente, it's member nations, or contravene the Guiding Principles of the Entente.

The Guiding Principles

The member nations of the Entente recognize that all sentient beings are born with inherent natural rights. These rights include life, liberty, the pursuit of individual fulfillment, so long as this pursuit does not infringe on the rights of others. The following rights are guaranteed:

the Right to Speak Freely in any medium.
the Right to Assemble Peacefully for any reason.
the Right to Petition the Government for a Redress of Grievances.
the Right to Equal protection under the law, regardless of race, species, beliefs (religious or political), or gender.
the Right to a fair Trail with a Jury of Fellow Citizens; access to an Attorney, to know the nature of the Accuser, charges and evidence.
the Right to Freedom of Movement in all Reasonable public venues, without fear of search, seizure of goods or property, or confinement without cause.
the Right to be Secure in one's Home from intrusion, physical or virtual.
the Right to Self Defense from unwarranted Attack.
the Right to conduct one's Business freely without unnecessary or unwarranted government intrusion.
the Right to Vote for one's representatives in Government.
