Quote: “I have no need for land – it is mere dirt. It is a land tainted by royal failure, and so the perfect place to bury a royal.”

Story: A nation pacified by violence bears the risk of birthing further violence. While the veracity of this statement can be debated or dismissed, some adhere to it as justification, some as gospel. Stephenburg simply takes it as nature.

An underworld figure spoken of mostly with criminals and terrorists, Stephenburg can be considered a revolutionary engaged in a spirited argument. While he does announce his ideology with words and letters, he prefers to debate through fire and ruin, though the shot of a gun and the shudders from a poisoned man. A master of explosives devices, he announces his rebuttals with flames and shrapnel.

Like any revolutionary, Stephenburg has very specific targets: namely, the royalty of both Otora and Wendin. His deep hatred of authority has led him to bomb armories and recruiting stations, to cripple administrative offices and slip poisonous gas into the bedrooms of debauched nobles. This hatred runs deep in his mind, mixed with feelings of guilt and desire to redeem those he loves most.

In an earlier life, he was a soldier and servant to his Crown, who willingly fought to protect the close-knit neighborhood that had raised him. What he did was invade another nation, killing their people and destroying their homes in the name of royal conquest. When the tables turned, he got his chance to defend his people, only to see the Wendin armies fall around him. Before startled eyes, he watched as the streets flowed with Otoran soldiers.

He was utterly devastated. Not only had he failed his people, but his Crown had failed them. They had taken them to conquer another nation, to take their homes from them – and for what? Because they would mean more power for the nobility? How would the people gain? Confused and hunted, he escaped detection, heading desperately home to save his neighborhood, to finish the fight that his mind wouldn’t let him escape.

What he found was not the loving arms of his neighbors, parents, and friends, nor the painted walls along the street. Instead, he found only bodies, broken in the dust of shattered masonry. The invasion had taken his homeland – but it had also taken his home.

This final transgression send the man onto his path forevermore. Taking the surname ‘Stephenburg’ – the name of his ravaged home – he vanished from the known societal world, entering into the criminal underworld. The horror what he’s done has not dulled practicality – he is not above mercenary work to fund his quest, barring anything that would help strengthen the government’s hold in any final way. On his own, he seeks to punish both the government that took his land from him, and the government that lost him. His deep hatred of royalty drives him to gather weapons in secret locations, preparing for opportunities to inflict retribution upon his enemies.

Stephenburg, like many revolutionaries, seeks to make an iconic persona for himself. His ‘costume’ consists of an old Wendin uniform, stripped of all symbols of its nationhood. But his face is the most striking, his mask resembling a clown-styled depiction of a regal, yet laughing condor – the scavenger on the still-thrashing carcass of royalty. When unmasked (and therefore disguised as a normal person) is a tall, thin man with short, blond hair and dark green eyes, with a thin smile and slightly sunken cheeks. His voice is normally he is noted for his characteristic laugh, a cawing sound that drips of mockery and morbid glee. The best part is that he can remove the mask, and walk amongst others without trouble as Raul Montcalm, a bar owner and general businessman.

It is unclear of how exactly St. Stephenburg is planning to take revenge on the governments that maimed his land, but he’s been working on several modes of attack, including a project being carefully constructed somewhere in the unseen depths of civilization…
