The Satrapy or Kingdom of Dewa was a fairly typical province of the Zenith Empire (AKA details are still in development) until it broke the rules of war. The empire was declining and the individual satrapies had been given a great deal of self autonomy, but such a flagrant violation could not pass by unpunished. Especially when political opponents seize upon  the incident. The Emperor's Guard, also known as the Imperial Legion, was sent in to enforce the rules and were there when War in Heaven occurred. They have since become the de facto rulers of the province.

History

The Satrapy or Kingdom of Dewa was a fairly typical province of the Zenith Empire (AKA details are still in development) until it broke the rules of war. The empire was declining and the individual satrapies had been given a great deal of self autonomy, but such a flagrant violation could not pass by unpunished.
