Basing Rights

Nations with extensive diplomatic and military committments will often find their ships at great distance from a domestic port. While setting up a network of far-flung military based to provide fuel and rest stops is one option, it is generally far easier (and more popular with crews) to simply sign agreements with other nations to use their facilities.

Having Basing Rights allows a nation to essentially expand its 'home space' for logistics purposes.
