Minor Powers
Most blocs are full of colonies and other people who you can lean on to give you goodies, and some Independent worlds even have client states which form a small but still significant alliance. On the other hand, being able to do so means that you're responsible for not being excessive in your requisitions. Abuse of your leadership privileges may end up in revolts or outright secession.
Getting minor nations to do things
There are two diplomatic "resources" in existence-DAP and CP, which are used to ask nicely/tell people what you want them to do, respectively.
DAP
Diplomatic Action Points (DAP) are used to interact with foreign powers in an automatic fashion. DAP generally only allows actions, and further costs must be paid. A loan secured by DAP still must be repaid with interest, military purchases require money, and military assistance from DAP is temporary. Up to 1 year of DAP can be stockpiled by a power.

- Requires: Relations 6+ (8+ for signature technologies or theotechnologies)
- Civilian Purchase
- Requires: Relations 3+
- Send Immigrants
- Requires: Relations 4+, towards Core power only.
CP
Command Points (CP) are used to tell people in the same bloc what to do. CP use generally has no further costs. "Asking" a minor member of your bloc to make you a battleship to protect the entire bloc costs nothing, as does "requisitioning" their industrial output.

Relations Cost Modifiers
CP cannot be used on powers with relations that are anything less than allied. DAP can, but gets progressively more expensive as it goes on.
