Concept: Rump Interstellar Empire
Overview:

The Kyburg Dynasty is the present ruling dynasty of the Empire, an expansive and ancient collection of inhabited worlds and highdwellings united under the Great Charter since the nearly forgotten early days of human interstellar settlement. But while the Empire once spanned across known space, the endless Long War against the alien Outsiders and brutal rebellions within have sapped its strength and eroded its territories. The invincible soldiers and strange mystics who were the pillars of past Dynasties are now little more than myths and legends, and Ministries themselves have become tired and corrupt. When the man who would become Farzad the Great took the throne he gained for his decedents a besieged realm in decline.

The terrible defeat at Mimosa nearly a year ago seemed to be the final breaking point. The disastrous battle had claimed the Imperial Heirs upon whom the so much hope had rested as well as much of the Imperial Navy, and they were soon followed by the broken Emperor himself. A little known niece was left to hold the broken pieces together and await the end, be it in the form of a final apocalyptic Outsider incursion or a knife in the back from an ambitious Dynast of another House. But before the final blow was struck, the universe shifted.

The inner regions of the Imperial Mainland around Sankt Andra are all that remains of the once vast volume controlled by the Empire, but they are a sizable and populous place in their own right.

Transhumanism: Rank 1 (2-1)

As genetic modification is closely associated with the Ouster Movement, anything beyond the most basic of processes is generally illegal or subject to almost unimaginably draconian controls within the Empire's space.

Infrastructure: Rank 5 (2+3)

Damaged by internal turmoil and Ouster attacks, even the industrial capabilities of the Imperial Mainland have slowly but surely eroded over the generations.

Growth Potential: Rank 0 (2-2)

Swamped with refugees and badly worn by so many years of conflict, the Imperial Mainland is exhausted.

Military Support: Rank 5 (5)

Although badly taxed by the loss of several key front-line fortresses in the aftermath of the Mimosa Campaign, the Ministry of War remains able to maintain the Imperial Navy's remaining warships.

Space Fleet: Rank 6 (4+2)

The remnants of the Imperial Navy, a collection of scarred veterans and new recruits hastily reorganized to defend the mainland.

Diplomacy: Rank 2 (2)

The Ministry of State and Trade is nothing more than a shadow of its former self these days, as the secret police and military openly use force to control subject territories that once would have been managed using a careful diplomatic touch.

Espionage: Rank 2 (2)

The Imperial Secret Police are never short of work these days, although their effectiveness has often been called into question.

General Advancement: Rank 1 (4)

The Long War has taken its toll on the Empire's technological base, and if anything the technology of today is less able than that of earlier Dynasties.

Unique Technologies: Rank 1 (2)

Although in years past the Dynasty dabbled in Outsider wreckage and various curiosities with hopes of finding a war winning device, few breakthroughs have been made on that front.

Emergent Technologies: Rank 2 (3)

As much a thorn in the side of the Dynasty's attempts to maintain order as they are invaluable to its defense.

Magic: Rank 0 (0)

The Imperial Secret Police are tireless in their pursuit of possible espers, and the stories of ancient sorcerers in the service of old dynasties dismissed as a mildly subversive brand of mythology.
