Indolent Official Charm – Slow down a project. Roll [Intelligence or Charisma] + Bureaucracy (9 or 8) with Essence in autosux (2) against difficulty 1. If opposed, subtract opponent's [Intelligence + Bureaucracy]/2 from the successes gained, and Solar is aware of this opposition. Multiplies time to begin the project by Essence +1 (3), to at least Essence hours (3). If it's begun, applies Solar's Essence (3) in an external penalty to make progress. (4m)
