Independent-specific rules

Independent worlds are a varied lot and consequently they have a more modular approach to applications. All Indies get the Universal applications, however, depending on their 'Focus' they can select from a variety of additional applications.

Discretionary applications are those that can be bought via the pool of discretionary application points that are associated with each history path choice.
