The systems of Jardin not within a territorial collectivity is either directly administered by the Republic through a Province or specially represented in the Parliament as a metropole or arrondisement with a special statute in the Constitution. All areas further break down into départements, arrondissements, metropoles, and communes whose numbers are constantly in flux.
