==Industry==
Industry is the systemic conversion of raw materials into finished goods. The end result is IP (Industrial Production), what virtually all tangible ‘things’ are made from. There are three primary ways to get IP. These are as follows:
1)	Domestic Industry
2)	Industrial Fabricators
3)	Foreign Industry
Domestic industry is an aggregate of the various (heavy) industrial facilities a world possesses. It can trace its ancestry directly to the first industrial revolution; it is often a major employer and a colony’s primary source of finished goods. Every point of Domestic Industry ‘activated’ in a month costs 1 Wealth. Domestic Industry that is not activated produces 1 wealth per 10 points. Domestic Industry may also be Mobilized and is affected by Domestic Support, see that section for the applicable rules.

Industrial Fabricators (sometimes colloquially known as Cornucopia Machines) are fully-automated construction plants; many were built and placed by the Posthumans during the colonization period while even more made up the ‘dumpers’ launched by the Stargazer Project. While eminently self-contained, needing little more than fuel, raw materials and blueprints, Fabricators tend to be expensive for their output. Each Fabricator produces 10 IP a month but may not be mobilized and does not suffer the ill effects of low Domestic Support.

Foreign Industry is often the easiest way to acquire finished goods, however it tends to put one at the mercy of standardized designs and/or higher prices. On the other hand it can sometimes be the only source for some specialized, unique or high-tech items. For buying foreign-built products, see the Diplomacy section.

==Domestic Support==
Domestic support is a holistic view of the support and confidence a nation's people have in their government, rated on a percentage scale of 0% to 100%. High levels of domestic support allows for mobilization of immense amounts of national resources, by contrast nations with low domestic support will find it difficult to levy additional taxes or, at particularly low levels, even prosecute a war effectively.

Domestic Support controls the amount of wealth (taxes) received monthly, with every 100,000 citizens (1 unit of population) generating 1 wealth multiplied by the Domestic Support percent. A populace with low support demands more and gives less, or perhaps simply refuses to pay the tax man.

Note that as a game abstraction, if a nation's Domestic Support changes in a given month (which it is a common enough occurance), the new rating does not take into effect until the following month. In effect, taxes and industry is collected on the 1st day and any increases up or down happen in the subsequent weeks.

During peacetime, Domestic Support also sets a soft limit on how much Industry may be mobilized in a given year without adverse social effects. The amount that can be mobilized in a single month is limited to Population or Domestic Industry, whichever is lower. To figure out the maximum amount that can be mobilized in a given calender year, reference the following chart:

Domestic Support	Multiples of Population per year
0 - 9 0
10 - 19 1
20 - 39 2
40 - 59 3
60 - 79 4
80 - 89 5
90 - 94 6
95 - 99 7
100 8
The cost to mobilize Domestic Industry is 2 Wealth per point of IP generated.

If a nation finds itself in pressing need for industrial mobilization but cannot effectively convince its populace of the urgency (a massive secret project, perhaps) it can mobilize above its soft limit. However, for every 10% or fraction thereof of its population it mobilizes above its limit, it loses 1 point of Domestic Support.

A nation may also opt to do a Forced Mobilization; this directly turns Domestic Support into IP, at the rate of 1 Domestic Support per 5% or fraction thereof of population in IP generated. The normal monthly mobilization limit applies (ie, no more than the lesser of population or domestic industry), but Forced Mobilization can stack in addition to regular Mobilization. A definate way to generate IP in a hurry, but outside of a crisis situation the populace will not long tolerate this.

If a nation has a Domestic Support rating of less than 20%, it will find it difficult to rally the home front; for Domestic Support ratings of 11-19, subtract 10 from the rating and then multiply the remaining number by 10, applying it as a modifier to the returns when Mobilizing industry with Wealth.

The nation of Crapsackistan currently has a Domestic Support rating of 15%. If the President-for-live forces the peasants to work overtime, the state only receives 50% of the regular effect per point of Wealth spent.

15% - 10 = 5% x 10 = 50% effect

Thus it costs 4 Wealth to mobilize 1 point of Domestic Industry.

If Crapsackistan's support fell even lower, to 12%, it would cost 10 Wealth to mobilize just 1 point of Domestic Industry, as each point of Wealth spent is only effectively worth 0.2 Wealth. Not terribly efficient.

Particularly low levels of Domestic Support also impact the effectiveness of Domestic Industry; if Domestic Support has a rating of less than 10, Domestic Industry operates at a reduced level. Multiply the Domestic Support rating by 10 and then apply this as a modifier to Domestic Industry. At this point, civil order is obviously breaking down and corruption is rampant, absenteeism is endemic and inefficiency is the norm.

Crapsackistan has 100 Domestic Industry, unfortunately the previous administration ran it into the ground with incessant mobilization. It has just come out of a violent revolution and has a Domestic Support rating of only 5%. As a result, it has an effective 50 Domestic Industry. Furthermore, it cannot mobilize industry at all.

Getting more popular support: To come!
===Second-Stage Colony===
A number of worlds were identified in the 21st century as being strategically or otherwise worthwhile, however without preexisting biospheres they were incapable of hosting large populations. Large-scale terraforming efforts have changed this and a number of these worlds have now started rapidly rising. While their close ties to the core worlds has economic benefits, they can sometimes have quite limited freedom of action.
===ESA Member State===
Particularly subject to change :p

Cobbled together out of political expediency and grievances, the ESA member states are a diverse collection of governments with only one major ideological commonality; independence from Core World interference. This diversity and commitment makes them unpredictable but doesn't always translate into national power.
===Independent Enclave===
A number of worlds were settled in the early 22nd century while others were sent out through longshot wormholes or early single-use FTL drives and only recently rejoined the Human sphere, only to be cut off for decades by the Breakdown. Sometimes seperated of anything more than cursory contact for generations, many have grown into being fully independent states. Being archetypically unaligned, they typically rely more heavily on their own resources than the norm for the Expanse. Recently however, some have loosely began supporting ZOCU, the ESA or even the local Core outpost.
==Political Commentary==
ZOCU: The war was hard on the ZOCU worlds, with many of the best and brightest killed in the fighting and an inordinant amount of national wealth spent on arms. Furthermore, they remain under the Treaty of Sirius, bound to certain military limitations. That said, ZOCU is generally positive in outlook; they have succeeded in pyhrically winning independence and collectively have sufficient military and economic power to be a player in galactic power politics. Led by long-lived transgenes and with the scars of war fresh, ZOCU has chosen to take events slowly for the time being.
The ESA: The ESA is the upstart on the galactic stage. Heavily influenced by ideologues in the ranks it has an (un)stated goal of throwing off Core control in the Expanse and strongly supports equal rights and acceptance. The ESA vocally supports many independence movements, though tangible support is less common. A certain apocalyptical thinking pervades the more extreme set of the notoriously free-ranging ESA and they have engaged in a number of dubious and dangerous expeditions for posthuman technology. Many in the Core draw little distinction between the ESA and ZOCU, to the dismay of one bloc or the other.
ZOCU-ESA: ZOCU and the ESA share similar goals at times, and at others are opposed. Their political relations are characterized as 'touchy' and erratic, veering wildly from (veiled) threats of military action to grudging solidarity and back again. It is still too early to see where the relations will stabilize; some in ZOCU are bitter at the ESA, others sympathize. A certain amount of unofficial knowledge-sharing goes on as well.
ZOCU-Core: ZOCU generally seeks to keep a distance from the Core, and as a general rule their soldiers are under strict orders to avoid any form of fraternization or significant contact and especially to avoid anything more than 'firm escorts' during flybys.
ESA-Core: By contrast, the ESA has a very rough-and-tumble approach and border skirmishes with neighboring Core-aligned states are a common occurance, though casualties are avoided - dinged armor plates is more the norm. Neither side as yet chosen to escalate these pinpricks to outright fighting; the ESA is acutely aware of its military inferiority but sees the constant testing as good for morale, the Core states see it as useful propaganda.

The idea of combining rapid personal mobility with light power armor is not a new one. The initial design came from the EU shock infantry design, which was highly mobile, yet very durable against anti-infantry weapons. The strike armor utilizes this on a less expensive scale for rapid personal mobility of all infantry units. The Neorabian armor saw use in battles near the end of the war, and was renowned for its ease of use.
The engineers of Neorabia utilized a transformable design, with the capability to shift from one form to another at will making up for the limitations of the two forms. The combat armor form works by providing protection and a hover pack. The cycle form approximates the design of a high powered motorcycle, with the capability for impressive speeds over long distances. The transforming armor requires the use of exotic alloys it its construction to achieve the required light weight.
Khemet saw a considerable amount of ground combat in the ZOCU war. They produced a superior-quality tank, utilizing a heavy Sakuradite gun system for maximum firepower. The conventional treads still gave excellent speed, and the armor was quite respectable. It was only the development of superior Pac-Am tanks and strike aircraft that removed the assault tanks from dominance of the battlefield.
The Wanderungpanzer, or Wanzer program came from utility striders used for specialized load handling and construction tasks. This technology proved just as useful in warfare. Hasseldorf build a long line of wanzers, many of which remain in production to this day. The last wartime design, the ''Löwenherz'' (Lionheart) came into play during the last days of the War. It drove off an occupying force before the Treaty was signed, even recording a few mobile suit kills. This victory proved the worth of the new design, despite its expense, and mass production continues.
Like all Wanzers, the Lionheart uses crushing firepower. The Sakuradite particle cannons in the arms are renowned for their capacity to destroy armor with ease. The missile launche system were designed for AA purposes, but have also seen use against heavy infantry. Finally, the thick β-Titanium armor on the wanzer is designed to give them a staying power equivalent to tanks.
The Hoplite was the primary mass-produced space combat suit of ZOCU during the war. While not the first or best mobile suit to be built by the ZOCU states, the Hoplite and its innumerable variants were by far the most common; 90% of all ZOCU mobile suits built between 2185 and 2188 were Hoplite variants. Even today it remains a backbone of the various ZOCU militaries and in a very real sense it is the archetypical ZOCU mobile suit.
One of the most heavily-produced variants, the OMF-06A Hoplite Alpha was the standard space-combat type. Fitted with powerful microfusion thrusters the Alpha model could outperform its nearest competitor, the Ge-03 Leonid. However, its particle cannon was no more effective than the Leonid’s railgun, forcing Hoplite pilots to make the most of their speed advantage.
While the Hoplite was a solid performer, its ability to perform anti-shipping strikes in the face of increasingly effective Core anti-air defenses became a concern by April 2187. Even the deployment of the heavily-armored Hoplite Gamma model could not reverse this trend. This made the introduction of the OMF-07 Legionnaire in June 2187 an unpleasant surprise for Core shipping.
Thickly armoured in low-mass composites, the Legionnaire was a tough target for the Core ships’ railguns, making it popular with pilots. Unfortunately this popularity did not extend to the shipboard maintenance crews who were forced to replace overworked components after every mission. Postwar variants have vastly improved on this, as well as outfitting these powerful suits with mega particle rifles derived from that of the Sarissa.
The continuing deployment of increasingly superior models by both the Core and ZOCU eventually led to the introduction of the OMF-09 Sarissa, a high-performance unit intended for commanders and aces. The first mobile suit to feature a mega particle rifle, the sheer firepower of the Sarissa’s rifle led directly to the development of the high-agility Leonid Command – no armor that would fit on a Leonid frame could stop a mega particle strike.
An experimental mobile armor introduced during December 2187, the Asakuran-built MMA-03 Kuma Strike Armor was one of the most powerful aerospace craft to see service on the Pac-Am arm. Armed with a quartet of long-range mega particle cannons it had the ability to strike from outside the range of effective return fire. Powerful ECM generators could effectively blind hostile sensors, making defense all the more disorganized. While unfortunately rather fragile and necessitating escort during fleet operations, the Kuma proved to be a lethal commerce raider.
After the peace, Asakura has continued low-rate production of these powerful craft. While the armor deficiency did not prove to be correctable without a total redesign, this was judged an acceptable compromise. Currently, roughly a dozen Kumas serve in the Asakuran SDF with several more known to be in the arsenals of other ZOCU states.
On the Sino-Russian Arm, the war was often a matter of commerce raiding. As ZOCU began to suffer increasing pirate attacks, it was realized that the escort carriers currently used were not sufficiently cost effective. A new ship was needed, a frigate capable of handling aerospace craft or commerce raiding ships. The ''Ariane'' was designed with rapid-fire railguns and a highly automated ship design. A small crew could rapidly identify threats and eliminate them with some degree of success, while the built-in drone hangar could keep UAVs out on patrol. This ship was produced throughout the war. In the later stages of the war, a deuterium core was commonly added to new ''Ariane''s, but the hull was not designed for such heavy modification, and the deuterium core and its massive shielding and replacement access added enough mass to slow the ship significantly.
Designed for simplicity of production and the ability to carry a single team of mobile suits into combat the Proton light cruiser is not without significant flaws. However it was ideal for its role and the Proton was mass-produced in shipyards across ZOCU space to become the most common warship in the combined ZOCU fleet. While designated a light cruiser, the Proton was too light to fall under Sirius treaty restrictions and remains ubiquitous to the current day in a wide variety of different subtypes.
The oldest heavy warship design in the collective ZOCU fleets, the ''Ionia'' was a revolutionary design when it was first developed in the late 2170s. Featuring dispersed hangar systems that would not be out of place onboard a light carrier as well as powerful cannon armament, they were true multirole warships. ''Ionias'' served with distinction on all fronts during the war and remain the most common ZOCU cruiser model to remain in service. A postwar mark has recently been introduced, though with almost fifty war-marks in service across ZOCU, it will take some time for these older ships to be retired or refitted.
The latest cruiser model to come out of the Londonium naval yards, the Carthage II is an update of the original Carthage model built during the war of '87. Improving on the original's primary weakness - light armor - the Mk-II also features general improvements to ship systems. Well-armed, fast and capable of deploying up to eight mobile suits the Carthage II has been steadily replacing older war-built models on a one-to-one basis. It compares favorably in most situations to its nearest rival, the European Union's Danube class heavy cruiser, but is somewhat less suited to direct battle-line engagements.
One of the largest and most powerful warships to see service in the War of '87, the Palladas were the pride of the ZOCU fleet. It was originally planned to build one per ZOCU world - thirteen in total - to act as centerpieces and flagships. With the declaration of war production was stepped up and the Palladas were soon leading ZOCU operations all across the Expanse. Qualitatively superior to the Core's common Drake class battleships they ultimately were brought low by the HEC's Helium-3 embargo. By the terms of the Treaty of Sirius, all of the partially complete hulls were scrapped. Rumors have been emerging from several ZOCU states about new battleship designs to supplement the Palladas, including a simple upgraded model, the Londonium ''Samothes'' and the Asakuran ''Kimi ga Nozumo Eien''.
More worrying than these new battleship design however, several of these powerful warships vanished after the ceasefire, having never reached their rendezvous/disarmament stations. Various conspiracy theories abound and the 'lost Palladas' has already become something of an urban myth.
Fleets cannot operate long without fuel and supplies, a lesson that was not lost on the combined ZOCU admirals. As relations deteriorated in the middle 80s, ZOCU commissioned a modern fleet support craft. The result was the Samo, an efficient catamaran-style design that could carry enough supplies for an entire task force. While criticised for not being designed with atmospheric landings in mind, the Samo nevertheless proved effective in service and soon became the backbone of ZOCU logistics.

==Military Doctrines==

It is a simple fact that not all militaries are trained alike. Different goals, tactics and expectations all combine to change how armed forces fight. This is represented in the Military Doctrine values. These are not specific tactics such as 'close for hand-to-hand' but holllistic interpretations of their favored (and disfavored) choices. The more points in a given Doctrine, the better troops will perform in the field.

Every nation has 5 points to spread across the following fields. All fields start at 0, which represents the default average across the galaxy.

==The Doctrines==

===Decisive Battle===
Your admirals favor decisive engagements, pitting battleship cannons against armor in a cataclysmic clash of fleets.
===Indirect Strike===
The carrier is the center of any formation, and protecting them against hostile attacks while launching fast strikes with light elements is your fleet's raison d'etre.
===Wolfpack===
Raiders and unseen hunters, striking and vanishing as if they were of one mind.
===Air Dominance===
Attack craft are the main arm, sweeping enemy fleets before them and eliminating interlopers.
===Combined Arms===
Your Generals are notably skilled, cunning and deadly on the battlefield.
===Secret Missions===
Sometimes a handful of men can do what a handful of battleships cannot. Every level of Covert Operations increases the number of Special Operation Forces that can be supported by 1.
===Ramparts===
Fighting in the defense of a world in both the sky and the dirt is the topic of intense study, as is the ways to break through defenses.
===OpSec===
"All warfare is based on deception."
===SigInt===
"If you know both yourself and your enemy, you can come out of hundreds of battles without danger."
===Espionage===
Your planners focus away from the military, instead looking towards a well-funded, efficient espionage apparatus.
===Butter, not Guns===
Military supremacy takes a back seat to economic puissance. Every level of this Doctrine boosts trade returns - specifics TBA.
===Foreign Affairs===
Your nation prefers the diplomatic path. Every level of this Doctrine decreases DAP cost by 10%, up to a 50% reduction.

==Doctrinal Modifiers==

Some National Traits provide a bonus or penalty to specific doctrines.

===Übermensch===
Grants 3 additional point to be spent on any Doctrine.

===Extreme Transhumanism===
Grants 1 additional point to be spent on any Doctrine.
