Divided into two subordinate councils, of Minister and of Commissions, the Council of State is effectively the cabniet of Outremonde headed by the Coordinator. Selection partially by appointment and partially by election from within the Moot; Ministers can be nominated by the Coordinator but must be confirmed and reviewed by the Moot while those serving on the Council of Commissions are commissioned by the Coordinator directly without recourse to the Moot. The Commissioners in part serve to represent and head the bureaucracy (commonly called the General Secretariat) while the Ministers serve to represent the Electorate.
